BRIEF DESCRIPTION OF DUTIES :

This position is located at a Navy Region Southwest (NRSW) installation Fleet and Family Support Center (FFSC). The Fleet and Family Support Program (FFSP) is the Navy's primary agency for the delivery of human services intended to enhance the stability, resiliency and self-sufficiency of individuals and families, resulting in increased operational readiness.

Provides Program Support by collecting/maintaining and inputting data; compiling and distributing routine and emergent reports for management and conducts program analysis to improve program functionality. Develops, establishes, updates, and maintains office administrative procedures, records and systems of various types to ensure an efficient and effective operation of the site. Maintains a library of current and historical data, statistics, instructions, reports, etc. Provides advice and guidance to FFSC staff on solving problems. Maintains an updated and detailed information database of programs, services and activities. Provides logistical support to staff regarding workshops, conferences and briefings; i.e. arranges for the location, equipment and setup. Schedules appointments and meetings without prior approval in accordance with policies and priorities, and coordinates with the staff as necessary. Independently notes and follows up on commitments made at meetings and conferences by staff members. Prepares correspondence, reports, and other documents ensuring proper format. Makes travel arrangements in accordance with appropriate travel regulations and within the Defense Travel System (DTS). Prepares, consolidates, submits, and maintains time and attendance records in accordance with established procedures. Responsible for APF and NAF property inventory and supplies. May be appointed as a government purchase cardholder.

Provides a very high level of Customer Service by receiving telephone calls and visitors. Provides customers with assistance in completing any necessary paperwork including selection of the appropriate package for a Family Advocacy Program client and follows up on requests for information. Maintains detailed records regarding feedback received in order to evaluate the effectiveness of referrals and assistance provided. Must be able to instantly assess and respond appropriately and conscientiously to crisis situations to include family violence, suicide risk and individual crisis situations, and is able to make knowledgeable and accurate judgment in providing hands-on assistance or additional self-help resources. Performs other duties as assigned.

QUALIFICATIONS REQUIRED :

  • Knowledge of the mission, functions, policies, regulations, procedures, and reporting requirements governing the programs of the FFSC or a minimum of 2 years' experience providing effective customer service in a social service setting that demonstrates the ability to accurately assess crisis situations, make appropriate referrals and handle a high volume of requests.

  • Knowledge of the military lifestyle, the unique challenges faced by service members/families and the array of services available to address these issues.

  • Knowledge of the field of human services including military, federal, state and community social service agencies or organizations and their human service programs, services, policies, practices and interrelationships with the military, as applicable.

  • Ability to communicate orally and in writing.

  • Knowledge of fact-finding techniques and ability to gather and assemble a variety of data for reports and metrics.

QUALIFICATIONS REQUIRED :

The incumbent serves as the Director, Fitness and Recreation Division of the Quality of Life Department. Directs a comprehensive program of recreation opportunities for approximately 50,777 eligible patrons including 5,049 active duty personnel and their dependents. Responsible for an annual appropriated (APF) and non-appropriated (NAF) budget in excess of $2M. Maintains administrative and fiscal oversight of the Gymnasium and Fitness Center, Varsity and Intramural Sports, Tennis Courts, Sports Fields, Movie Program, Outdoor Recreation, Navy Flying Club, Roman Plunge Reflecting Pool, LIBERTY Program, the Information, Tickets and Tours Office, Marina, Commercial Sponsorship, Marketing, Facility Maintenance, Special Events and Special Interest groups. Independently increases or decreases staffing levels based on seasonality of programs, MEO Restrictions, budget constraints, etc. Continuously evaluates customer needs and devises procedures for use by subordinate managers to evaluate patron's needs and interests on an on-going basis. Maintains administrative and supervisory responsibility of approximately 20 civil service and non-appropriated fund personnel. Directly supervises up to 6 MWR Activity Managers. Establishes and monitors employee training programs for all Fitness and Recreation personnel. QUALIFICATIONS REQUIRED :

  • A bachelor's degree in recreation or a related field, and/or a minimum of 4 years progressively applicable experience.

  • Comprehensive knowledge of recreation policies, requirements, administrative practices and procedures related to the planning, budgeting, scheduling, and coordinating of recreational programs and the efficient operation and utilization of facilities and equipment.

  • Skill in negotiating program issues and operational requirements with personnel inside and outside the local installation, community organizations and patrons.

BRIEF DESCRIPTION OF DUTIES : The incumbent is responsible for providing a wide range of education and support services to active duty and family members. QUALIFICATIONS REQUIRED :

  • A Bachelors' degree in education, human/social services, or a related field or approximately 3 years experience providing training or education services to small and large groups and demonstrated effective presentation and facilitator skills.

  • A minimum of one year demonstrated experience in interviewing customers, accurately assessing crisis situations, making appropriate referrals, and handling a high volume of requests.
